
PORTLAND, Ore. (KATU) — The Department of Homeland Security has released the identities of the two people shot by a U.S. Customs and Border Protection agent in southeast Portland.

DHS says that the husband and wife are identified as Luis David Nico Moncada and Yorlenys Betzabeth Zambrano-Contreras.
Officials say both are criminal illegal aliens from Venezuela. Moncada is a suspected Tren de Aragua gang member. Zambrano-Contreras is allegedly associated with Tren de Aragua prostitution ring and was involved with a prior shooting in Portland.
Moncada, “illegally entered the U.S. in 2022 and was RELEASED into the country by the Biden administration. Since then, he was arrested for DUI and unauthorized use of a vehicle. He has a final order of removal,” DHS said in a post on social media.
Zambrano-Contreras, “illegally entered the U.S. in 2023 near El Paso, Texas, and was RELEASED into this country by the Biden administration. Since illegally entering, Contreras played an active role in a Tren de Aragua prostitution ring and was involved with a prior shooting in Portland,” DHS said in a post on social media.

Officials say Moncada was behind the wheel of the vehicle on Thursday when he was shot. Zambrano-Contreras was a passenger in the vehicle.
