New IG report finds Superintendent’s equipment not stolen during New Orleans work trip

A newly released investigative report from Maryland’s Inspector General for Education, Rick Henry provides insight into what led to Harford County Schools Superintendent Dr. Sean Bulson being placed on paid administrative leave.

The report, released on Monday, details the events surrounding a reported theft involving the superintendent while he was in New Orleans for a work conference.

Project Baltimore, last week, reported on call made to New Orleans Police in April 2024. The caller, who the OIGE confirms was Dr. Bulson, reported having about $8,000 in property stolen by a woman who he had allowed into his room. Bulson said he did not know the alleged suspect’s name.

But according to the IG’s report, Bulson’s state-issued laptop and cellphone were not stolen while he attended the work conference.

The IG said hotel security staff recovered the equipment from the superintendent’s hotel room and returned it to the superintendent. The school system’s information technology department found none of the devices were tampered with or breached.

Henry’s office said its investigation started upon receipt of information submitted by the then-president of the Harford County Board of Education.

The IG said it also found that former BOE president, Dr. Aaron Poynton was aware of the reporting of the lost equipment, its recovery, the IT director’s examination and the return of the laptop and replacement of the cellphone for use by the superintendent 20 months before the BOE’s request for an independent investigation by the IG.
