Body pulled from Inner Harbor identified as man who went missing over 11 years ago

Authorities have identified a body found in a Honda Odyssey that was pulled from Baltimore’s Inner Harbor.

Baltimore Police Department identified the body as Franklin Roosevelt Daniels.

He had been reported as missing over 11 years ago in another jurisdiction, authorities said.

Around 9:30 a.m. on July 24, 2025, authorities responded to the Inner Harbor near the 500 block of E. Pratt St. for a vehicle found in the water.

The Baltimore Police Department’s Underwater Recovery Team was notified of a potential vehicle submerged in the harbor.

Upon arrival, authorities discovered the vehicle submerged in approximately 22 feet of water.

Crews utilized tow lines to retrieve the vehicle from the water.

After the vehicle was pulled from the water, officers found a body inside.

Authorities confirmed that the vehicle had gone missing in December 2014 from Waldorf, but it is unknown how long it had been submerged in the water.

However, police believe based on the condition of the vehicle, it had been in the Inner Harbor for several years.
