SUN: Sexual assault charges dropped against former Carroll firefighter

Prosecutors dropped charges Wednesday morning against the former Carroll fire lieutenant who was accused of sexually assaulting a co-worker last year; however, a civil case accusing the man of battery is still pending.

Charges of second-degree assault and fourth-degree sex offense were dropped against David Westbrook, 50, of Manchester, after the state decided against prosecuting the case Wednesday — the day a three-day trial was set to begin in Carroll County Circuit Court.

The Carroll County State’s Attorney’s Office would not comment on why it dropped the case. Lawyers for Westbrook did not respond to requests for comment.

Westbrook is no longer employed by Carroll County’s Department of Fire and Emergency Medical Services, a spokesperson told the Carroll County Times on Wednesday.
