The crime was caught on surveillance video.
Sources tell FOX45 News Mackey was located and arrested at a hotel in Catonsville and remains in custody.
Court records show Mackey is a convicted felon with a criminal history that dates back to when he was a juvenile.
According to court documents, Mackey was arrested and charged with armed robbery when he was 16 years old, in 2017.
Records show he received a suspended sentence and was placed on probation.
Then, in 2021 court records show Mackey was convicted of felony drug possession with intent to distribute, and a weapons charge.
According to court documents, officers found two weapons and marijuana in Mackey’s car following a traffic stop.

Within the statement of charges investigators noted both weapons had been reported stolen.
Investigators also noted Mackey was prohibited from possessing a firearm due to his age and criminal record.
Records show a judge suspended all but 30 months of a five-year sentence for the 2021 case, followed by two years’ probation.
If Mackey served his full sentence his probation would have ended not long before the deadly double shooting in Federal Hill.
A bond hearing date and time has not yet been made public.
