Doctor finds Baltimore County Police shooting suspect not criminally responsible

The former elementary school teacher accused of attempting to murder a Baltimore County Police officer last year was found not criminally responsible by a state physician.

Baltimore County prosecutors said in court Friday that they and the defense attorney for Andrew Britt agreed with the not criminally responsible finding handed down by the state doctor, which came months ahead of a scheduled trial in September.

Britt’s attorney, Tony Garcia, told The Baltimore Sun on Monday that “we are scheduling a time for a guilty plea and an NCR finding as soon as is reasonable for the victims and their families.”

Britt, 28, was indicted on multiple felonies in April 2025 following a March shootout outside the Wilkens precinct in Catonsville. At the time, officials said Britt entered the precinct and spoke briefly with officers. After a few minutes, he walked away, coming across another officer fueling his vehicle, police said. Britt then turned back to the officer, pulling out a handgun and firing at them.
