Economist weighs in on downtown commercial burglary spree

Baltimore Police said they arrested a man in connection to at least a dozen commercial burglaries across downtown.

Jerome Hill, 43, faces charges in connection to 12 commercial burglaries involving at least eight businesses.

According to Baltimore Police, Hill was arrested about two weeks ago after investigators said he was caught burglarizing a commercial business building on East Redwood Street in downtown Baltimore.

Police said CCTV footage caught Hill actively moving through the building. Following his arrest, they recovered 11 iPads.

Now, BPD has connected Hill to a total of 12 commercial burglaries that the Department said were committed from October 2025 through January 2026.

In addition, investigators said Hill has a prior history of burglary-related offenses.

Economist Anirban Basu weighed in on the impact quality of life crimes have on communities and businesses.

“Breaking into at least 12 businesses means he’s done a lot of economic and social damage and it’s unlikely he’ll be able to repay that to society,” Basu said. “When profit margins are low, survivability of the business becomes more of a question. Robbing a business, burglarizing a business, taking out inventory, smashing a door or window, creating more cost, leading to higher insurance charges can be the undoing of business.”

The Baltimore Police Department connected Hill to the following burglary incidents.

  • October 10, 2025 – 326 St. Paul Street
  • October 13, 2025 – 326 St. Paul Street
  • October 27, 2025 – 112 N. Howard Street
  • November 3, 2025 – 11 E. Lexington Street
  • November 6, 2025 – 11 E. Lexington Street
  • November 13, 2025 – 1 Light Street
  • January 1, 2026 – 200 St. Paul Street
  • January 1, 2026 – 17 W. Mulberry Street (two incidents)
  • January 12, 2026 – 1 E. Pratt Street
  • January 24, 2026 – 217 E. Redwood Street (two incidents)
