Ex-Harford Co. detective pleads guilty to federal child sex abuse charges

A former detective with the Harford County Sheriff’s Office pled guilty to child sex abuse charges in federal court, officials said.

Ryan Christopher Hall, 50, of Woodstock, pled guilty to sexual exploitation of a child and possession of child sexual abuse material charges in federal court. He faces separate, related charges for child sexual abuse in Carroll County Circuit Court.

According to court documents, Hall sexually abused two minor children between May 2017 and October 2024. Authorities found Hall “installed cameras to produce child sexual abuse material and possessed child sexual abuse material.”

Hall faces a mandatory minimum sentence of 15 years and a maximum of 30 years in federal prison for each count of sexual exploitation of a child. He is also subject to lifetime supervised release and must register as a sex offender for the remainder of his life.
