
HARFORD COUNTY, Md. (WBFF) — The Harford County Sheriff’s Office is seeking additional victims of a ‘prolific’ shoplifter who allegedly stole more than $5,000 worth of merchandise from stores in Harford County and the surrounding areas.
Jessica Hubbard, of Abingdon, allegedly stole items from October to December of 2025.

Throughout 2024 and 2025, Hubbard was arrested or charged with 10 different counts of theft, according to officials.
When deputies would arrest her, she would often times be released with minimal or no bail. Of the several times deputies charged Hubbard, a summons usually would be issued for her court dates.
Following months of multiple thefts, victims and investigations, deputies charged Hubbard with organized retail theft scheme among 14 other charges. On Jan. 24. Hubbard was arrested.
At this time, she remains at the Harford County Detention Center with no bond. According to online court records, Hubbard is due in court for an initial appearance hearing on Feb. 23 at 1:30 p.m.
