
ANNE ARUNDEL COUNTY, Md. (WBFF) — As the investigation into the ICE-involved shooting that happened in Glen Burnie on Christmas Eve continues, Anne Arundel County police recently released new information, which contradicts information ICE officials previously provided.
Following the shooting, which happened on Dec. 24, 2025, an ICE spokesperson released a statement, which said officers approached a vehicle, when the driver, identified as Tiago Alexandre Sousa-Martins, tried to flee, ramming his van into ICE vehicles and then driving directly at ICE officers. The ICE spokesperson said agents fired their weapons in self-defense, hitting the driver.

In that same statement, the ICE spokesperson said another individual, Solomon Antonio Serrano-Esquivel, “was in the passenger seat.” ICE said both individuals were injured and taken to a hospital where they were expected to recover.
However, Thursday evening, the Anne Arundel County Police Department released clarifying information, saying, “one ICE detainee who was injured during the incident was already in custody in an ICE vehicle, and the other individual injured was struck by gunfire while operating a separate vehicle.”
With this information, several questions have been sent to ICE officials, asking for its response and why this information was not previously disclosed. Immigration officials have also not answered if the men are facing charges.
In the two weeks since the shooting happened, multiple email requests have been sent to ICE officials asking for more information about the incident, the individuals they named, and if ICE agents followed the proper protocols. Several emails were ignored until Friday. Shortly after 4 p.m. on Jan. 9, an ICE spokesperson confirmed Serrano-Esquivel, who’s in the country illegally from El Salvador, was actually a passenger in one of the ICE vehicles that was hit. He was treated for whiplash at the hospital on Dec. 24, and is now in ICE custody.
Officials said Sousa-Martins is from Portugal, in the country illegally with an expired visa. It’s unclear whether he’s in ICE custody or not.

With many agencies investigating different parts of this incident, the FBI Baltimore office also said it was unable to provide information due to the ongoing investigation.
The clarification comes after a woman was fatally shot amid an ICE operation in Minneapolis. DHS and Trump administration officials claimed the woman attempted to run over an ICE agent, prompting them to open fire. However, local officials, including Minnesota Governor Tim Walz, urged the public not to “believe the propaganda machine” after viewing the video.
In issuing the clarification, Anne Arundel County police said, “We do not enforce immigration law, nor do we conduct immigration enforcement operations with ICE.”
