David Joshua Willoughby, 36, of Capitol Heights, got a parking ticket and became upset, according to police. Willoughby approached the officer and tried to start a fight, investigators said.

Police said Willoughby then got his gun out of his car and started following, threatening, and trying to block the officer’s path. Willoughby later left the scene.

U.S. Park Police arrested Willoughby the next day.
