Maryland teacher pay mandate looms as 12 districts still below $60K minimum

Under the Blueprint for Maryland’s Future law, all Maryland school districts must reach a minimum teacher salary of $60,000 by July 1 this year. With three months left to get there, half of the state’s 24 districts are still figuring out how to meet the threshold.

Currently, 12 haven’t met the requirement: Caroline, Cecil, Dorchester, Frederick, Garrett, Harford, Kent, Queen Anne’s, Somerset, Talbot, Wicomico and Worcester. Others have met the mark, but at a big cost. Repercussions for failure to comply are yet to be determined, but school systems could risk not receiving some funding.

Isiah “Ike” Leggett, chair of Blueprint for Maryland’s Future Accountability & Implementation Board, said minimum teacher salaries are a “serious statutory requirement,” and he expects each jurisdiction to implement Blueprint law with fidelity. If minimum teacher salaries are not at $60,000, the state board will have to decide how to act between July 1 and Dec. 1.

“We really have no flexibility at all we expect the local jurisdictions to follow it,” Leggett said.
