No charges filed in fatal police-involved shooting of man wielding bow and arrow

No charges were filed in a fatal police-involved shooting in Arbutus from April 23, 2025, Attorney General Anthony Brown announced.

Arvel Jones Sr., 51, died as a result of the incident.

Around 10:22 a.m. on the date in question, Baltimore County police received multiple reports of a man carrying a loaded bow and arrow in the 1400 block of Linden Avenue in Arbutus.

Callers said the man, later identified as Jones, wore a mask and fired arrows at passing vehicles.

An officer observed Jones in the 5100 block of Leeds Avenue and requested backup without initiating contact. Detective Todd Wiedel responded to that call while wearing plain clothes and driving an unmarked cruiser.

Wiedel spotted Jones at the intersection of Leeds Avenue and North Avenue and exited his vehicle. Jones turned to face Wiedel with his bow loaded as the detective drew his weapon, and both fired. Jones’ arrow missed Wiedel, but the detective’s shot hit the suspect.

Despite emergency medical aid being rendered immediately, Jones was pronounced dead at the scene.

The Attorney General’s Independent Investigations Division (IID) began investigating the same day, and concluded its investigation on February 24, 2026, determining that Wiedel did not commit any crime under Maryland law.
