
MARYLAND (WBFF) — Katy Welter envisioned a “blow-out” adoption party for the 1-year-old boy she had fostered since he was 12 days old, Kai, who had endeared his chubby-cheeked self to her wide circle of family and friends.
Instead, when some 200 people gathered in February in Hyattsville, it was for his funeral.
An investigation by the Prince George’s County Department of Social Services concluded that neglect was “indicated” on the part of a licensed caregiver with whom Welter left Kai while she was on an out-of-town trip to celebrate her 40th birthday.
County police said they continue to investigate the baby’s death. The Office of the Chief Medical Examiner said autopsy results are still pending. Welter said she was told Kai had RSV and was severely dehydrated.
