
TOWSON, Md. (WBFF) — A major construction project along MD 45 (York Road) in Towson is set to begin as early as Dec. 14, according to the Maryland Department of Transportation State Highway Administration (MDOT SHA).
The joint state–county effort will replace an aging water line beneath York Road and make a series of highway and pedestrian improvements.
The work zone spans between the Towson Roundabout at Joppa Road and MD 146 (Dulaney Valley Road) and Newell Avenue, one block below Burke Avenue/Towson Bypass.
Officials say the project should be completed by late fall 2027, weather permitting.
Contractor Pessoa Construction Company of Fairmount Heights will start the water line replacement at Newell Avenue near Towson University and gradually move north toward the roundabout through 2026.
During this phase, drivers should expect overnight single- and double-lane closures Sundays through Thursdays between 9 p.m. and 5 a.m.

At least two lanes on York Road will remain open at all times, though on-street parking may be temporarily restricted.
Officials say pedestrian access to businesses and properties within the project limits will remain open throughout the project.
An ADA-compliant pedestrian walkway will be installed as crews rebuild sidewalks and update curb ramps at signalized and unsignalized intersections along York Road.
MDOT SHA is advising those who travel York Road between I-695 and Baltimore City to allow extra time and consider using the Towson Bypass to avoid potential delays.
The agency reminds motorists to stay alert in work zones, obey reduced speed limits, and watch for changing traffic patterns. “Slow down and move over in work zones — it’s the law,” SHA noted.
