Personnel file for former officer indicted after viral video shows previous infractions

A look into the personnel file of Baltimore Police Officer Robert Parks shows nearly a dozen people complained after investigators say viral cell phone video captured Parks using his patrol vehicle to chase down a man with an open warrant.

Back in October Parks was suspended without pay, and the following month Baltimore City State’s Attorney Ivan Bates announced his indictment.

Parks was charged with attempted second degree murder, first degree assault, and multiple counts of misconduct in office.

Then, Bates revealed investigators alleged Parks actually struck the man with his patrol vehicle.

“Officer Parks proceeded to drive his police cruiser onto a paved driveway directly at the individual and with increasing speed,” said Bates, during a press conference announcing Parks’ indictment.

In Parks personnel file FOX45 News found he was the subject of nearly a dozen additional complaints and/or infractions that prompted internal investigations, during his five year tenure with the Department.

The record shows about three of those complaints were sustained, and the majority of those centered on his body worn camera.

In the file, investigators noted Parks failed to properly categorize his body worn camera recordings, and detailed at least seven incidents in 2022 and 2023.

The listed action against Parks included a loss of leave.

In two other cases investigators said Parks failed to record a mandatory incident.

Parks received written counseling.

Parks remains in custody with a listed pre-trial hearing scheduled for March 20th.
