Staffing shortages drive Baltimore overtime costs beyond city projections

Baltimore’s rising overtime costs are fueling a growing clash between City Council leaders demanding tighter fiscal control and agency officials who say the spending is unavoidable and baked into how the city operates.

At Tuesday’s budget committee hearing, Council President Zeke Cohen pressed police officials on whether they would exceed their overtime allocation. Shallah Graham confirmed the department expects to overshoot its $40 million overtime budget by $13.4 million.

“You’re telling this committee you’re going to go $13.4 million over your budget, and then you’re going to come back to this council for an additional supplemental [payment]?” Cohen asked.

Graham said yes, adding the department cannot eliminate the overage without cutting services.
