SUN: Former Cecil County executive wants 3 officers fired over rape fantasy voicemail

Maryland State Police have finished investigating three Cecil County Sheriff’s Office employees over a 2023 voicemail in which four men fantasized about sexually assaulting the county executive. A county committee has yet to decide whether they should face administrative charges, and the employees in question remain suspended with pay.

The investigation, according to Capt. Michael Holmes of the Cecil County Sheriff’s Office, centered on authenticating the audio and determining whether the officers under investigation — Lt. Mike Zack, Sgt. Francis Wallace and Cpl. Jeremy Strohecker — were on duty at the time of the recording.

Former County Executive Danielle Robinson, the subject of the recorded conversation, called the scope of the investigation as described by Holmes inadequate and vowed to pursue other avenues for justice. She called for the three officers under investigation to be fired.

“This matter goes far beyond inappropriate language or a violation of departmental policy,” Robinson said in a statement to The Sun Friday. “This was a discussion about raping me all while in uniform, with badges, service weapons, and arrest authority.

“That raises serious questions that cannot be answered by simply determining whether the recording is authentic or whether the officers were on duty,” she said.
