SUN: Housing, roads and public safety dominate Scott’s 2026 legislative agenda

Baltimore Mayor Brandon Scott on Monday outlined his legislative priorities for the 2026 General Assembly session, urging state lawmakers to increase funding for housing, transportation and public safety while continuing efforts to address the opioid crisis.

In a statement, Scott said the city will seek funding and policy changes that support vacant housing reduction, road and infrastructure projects, neighborhood safety initiatives and consumer protections.

“We know that, once again, the General Assembly will face a number of hard choices in order to balance the budget,” Scott, a Democrat, wrote, as lawmakers confront a projected $1.4 billion state deficit. “We remain committed to working alongside our partners to bring home the resources and policies that our residents need and deserve.”

Among the mayor’s top housing priorities is legislation that would require the state to return one-third of the existing 6% sales tax revenue generated in Baltimore City back to the city. Scott’s office estimates the measure would generate about $142 million annually to support vacant housing redevelopment and provide property tax relief for homeowners.
