HOWARD COUNTY, Md. (WBFF) — A federal judge has reinstated the building permit for the Howard County U.S. Immigration and Customs Enforcement detention center proposed in an Elkridge office park. The ruling came more than a month after the parties appeared in federal court in Baltimore.
Judge Adam B. Abelson ruled that Michigan-based developer Genesis GSA Strategic One may resume work at the 6522 Meadowridge Road site. In his 56-page opinion filed Monday, Abelson granted a preliminary injunction against Howard County based on the “discrimination-based intergovernmental immunity doctrine.”
The Elkridge project has drawn controversy for months, with local and state officials denouncing the project and celebrating Howard County’s decision to pull the permit and then ban private immigration detention centers in the county.
Genesis filed suit in March, seeking to restore the permit. Attorney Michael Edney said the Elkridge building was intended to replace ICE Baltimore Field Office’s longtime downtown Baltimore facility, and that losing the permit caused “great economic harm” to his client.
