MARYLAND (WBFF) — The Maryland Transportation Authority failed to use several available enforcement tools to collect more than $818 million in unpaid tolls and penalties from out-of-state motorists, according to a state audit released Tuesday.
The Office of Legislative Audits found that the authority had not entered into enforcement agreements with other states, hired a private collection agency or sought approval to refer the debt to Maryland’s Central Collection Unit.
Most of the debt had lingered for years, according to the audit, which spanned March 2020 through May 2025. About 82% of the $818.1 million outstanding was more than a year old, including $386.3 million left outstanding for more than three years.
The audit’s findings come as the Maryland Department of Legislative Services projects a structural budget gap of about $3 billion in the coming fiscal year and the state transportation department announces delays in major projects because of rising construction and operating costs.
