BALTIMORE (WBFF) — Baltimore voters will have the final say this fall on sweeping changes to the city’s finances, government structure and infrastructure plans after the City Council approved — and Mayor Brandon Scott signed — eight charter amendments and ordinances headed to the Nov. 3 ballot.
The measures include four bond proposals totaling $280 million, a major overhaul of the Board of Estimates’ role in the city budget process, changes to public contracting rules and the creation of a separate Department of Water and Wastewater.
Although each proposal has cleared multiple public hearings, council votes and the mayor’s approval, none will take effect unless voters approve them.
