CHARLOTTE, N.C. (TNND) — U.S. Immigration and Customs Enforcement (ICE) lodged a detainer against an illegal immigrant accused of shooting and killing two teenagers in North Carolina.
Aristides Eli Orellana-Ramirez, an El Salvadoran national, according to the Department of Homeland Security (DHS), was charged with killing 16-year-old Bravlio Galeano Ayala and 18-year-old Samir Canales Molina in Charlotte on Dec. 20, 2025.
The Charlotte-Mecklenburg Police Department said the teens were found more than six miles away from each other, but detectives believe they were shot at the same location during the same incident and then traveled away from the scene in an attempt to find help.”
“Another tragic loss of life at the hands of a criminal illegal alien,” DHS Assistant Secretary Tricia McLaughlin said. “The two male victims were just 16 and 18 years old, both with a whole life ahead of them. Their lives were ripped away in moments by a criminal illegal alien who should have NEVER been in our country in the first place.”
DHS reported Orellana-Ramirez entered the U.S. illegally at an unknown date and location without inspection from an immigration officer.
McLaughlin said ICE lodged a detainer due to North Carolina’s sanctuary policies that “often REFUSE to allow us into their jails.”
Operation Charlotte’s Web was launched in November 2025, targeting illegal immigrants in the Tar Heel State “because they knew sanctuary politicians would protect them and allow them to roam free on American streets.”

According to ICE, authorities in North Carolina failed to honor nearly 1,400 detainers, putting criminal illegal aliens back on the streets.
