An illegal immigrant from El Salvador has been arrested by U.S. Immigration and Customs Enforcement (ICE) in Virginia after serving an 18-month sentence for sexually assaulting a child.

Jose Navarro Henriquez was first arrested by the Herndon Police Department in 2024, where he faced charges for a slew of sex crimes, according to ICE. The charges included:

  • Carnal knowledge of a child between ages 13 and 14 (Carnal knowledge is a legal term for sexual activity.)
  • Incest with a child
  • Aggravated sexual battery
  • Sexual abuse as a custodian
  • Solicitation of prostitution from a child

Navarro Henriquez was only convicted of two counts of carnal knowledge of a child by the Fairfax County Circuit Court on Sept. 15, 2025.

The judge in that case sentenced him to five years in prison for each count, but had the sentences run concurrently and suspended three years and six months.

Navarro Henriquez was never prosecuted by Commonwealth’s Attorney Steve Descano on seven other charges.

“Navarro was convicted of two counts of sexually assaulting a child after illegally entering the U.S., so we lodged an immigration detainer against him and picked him up after his release,” ICE Director Todd M. Lyons said. “Criminal illegal aliens who harm kids are among the most reprehensible predators imaginable. This is exactly why immigration enforcement exists: To remove those who abuse our laws and victimize innocent people.”
