2 men, teen arrested after Montgomery County street takeover that damage police cruisers

A teen and two men face charges after a February car rally in Montgomery County, where two marked cruisers were damaged.

Police arrested Ayden Joseph Cline, 18, of Pennsylvania and Novorriya Gregory Smith Jr., 20, of Lusby, along with a 17-year-old from Laurel.

Investigators said the car rally happened on Feb. 22, around 12:30 a.m.

Police said the cars took over the intersection of East West Highway and Connecticut Avenue. When officers arrived, they were blocked by onlookers. One of the cruisers had its windshields smashed by the crowd when they tried to break up the event.

Cline was seen on the back of a police cruiser holding a lit flare, according to police. He faces charges of reckless endangerment, disorderly conduct, malicious destruction of property, failure to obey lawful orders and obstruction and hindering.

Smith is accused of smashing the rear window of the officer’s cruiser and then pulling down his pants to expose himself to the officer. He faces charges of reckless endangerment, disorderly conduct, malicious destruction of property, failure to obey lawful orders, obstruction and hindering, and indecent exposure.

The 17-year-old faces charges of disorderly conduct, malicious destruction of property, failure to obey lawful orders and hindering. Police did not release the teen’s identity, nor did they say what he may have done.

Investigators also announced the arrest of Hermes Matewere, 19. Investigators said he shot two people inside a parking garage at the Kensington Safeway during a car rally on April 4. The shooting happened in the 10400 block of Armory Avenue in Kensington. The two victims were able to get themselves to the hospital.

Officers said they found surveillance video of the shooting and identified Matewere as the gunman.
