Convicted sex offender indicted in Maryland on new child sex abuse charges

MARYLAND (WBFF) — A convicted sex offender was indicted on Tuesday in connection with new child sex abuse crimes, according to the U.S. Attorney’s Office for Maryland.

David Lee Mangum, 29, from Frederick, faces multiple charges, including five counts of receiving child sexual abuse material, one count of transferring obscene material to a minor, and one count of possessing child sexual abuse material.

According to the indictment, from 2025 to early 2026, Mangum used social media accounts to receive visual depictions of at least five minors engaged in sexually explicit conduct.

On at least one occasion, he sent a video of himself engaging in sexually explicit conduct to one of the victims. A search of his phone revealed several images containing child sexual abuse material.

In October 2021, Mangum pleaded guilty in Frederick County to three felony counts related to filming, soliciting, and promoting child sexual abuse material.

He received a 10-year prison sentence, with all but 18 months of that term suspended, officials reported.

If convicted on the new charges, Mangum faces a mandatory minimum sentence of 15 years and a maximum of 40 years in prison for each count of receiving child sexual abuse material.

Additionally, Mangum faces a mandatory minimum sentence of 10 years and a maximum of 20 years for possession of child sexual abuse material, as well as a maximum sentence of 10 years for the transfer of obscene material to a minor.
