BALTIMORE (WBFF) — A man charged with attempted murder and the kidnapping of a 15-year-old girl in Baltimore illegally entered the United States in 2023, according to Homeland Security Investigations (HSI).
The federal agency says that United States Immigration and Customs Enforcement (ICE) has lodged a detainer asking authorities in Maryland not to release Abubakarr Barrie.
HSI said that Barrie was arrested by New York City Police Department in July 2026, and ICE lodged a detainer.
However, HSI said officials refused to honor it.
Barrie was released just three months before he went on to commit attempted murder and kidnapping in Baltimore.
Last week, bond was denied for Barrie, 23, following his arrest on nine criminal charges including first- and second-degree attempted murder, kidnapping and assault.
According to charging documents, on October 22, Barrie is accused of picking up a 15-year-old girl in his car near Druid Hill Park and then kidnapping her. Specifically, dragging her into the basement of his home where he then is accused of ripping off her clothes and stabbing her multiple times, in northwest Baltimore.
The young teen managed to fight off her attacker, escape the home and run for help.
First responders rushed the victim to Sinani hospital where medical professionals determined she had suffered five stab wounds, one in which led to her sustaining a collapsed lung.
Investigators said detectives were later able to get more details from the victim including that she had hacked or accepted a ride from the unknown man and advised him she was attempting to get to a carry-out called PlataKing in northeast Baltimore.
The victim told detectives when she told Barrie he was driving the wrong way he became violent, placing her into a headlock and then driving her to what we now know was his address on Garrison Blvd.
Detectives said the victim provided a description of the suspect’s car and Cash App account, and investigators traced a phone number connected with the account to Barrie, along with his vehicle information.
The teenager then identified Barrie in a photo lineup, according to investigators.
The court heard from Barrie’s defense that he has no prior criminal history.
Online records showed he was arrested for prostitution in Baltimore County nearly three months ago. That case was marked as “stet,” meaning it is on hold.
Surveillance video provided by a nearby homeowner showed part of the interaction with Barrie and the victim.
It shows a white car pulling into the driveway at 8:09 p.m. The homeowner identified the man getting out as Barrie. A female is also seen getting out and walking toward the basement entrance.
“I saw him come here with the girl. They both got out of the car, walked to the basement door, went inside,” the homeowner said.
Approximately 43 minutes later, surveillance video timestamped at 8:52 p.m. shows a female running from the home.
“About maybe 30 minutes or an hour later, I just see her bolt, like she just opens the door and runs,” the homeowner said.
The homeowner said Barrie was renting a room in the basement and had returned to the property roughly one or two months before the incident after previously living there and later relocating to New York.
The surveillance video only captures portions of what happened outside the property and does not show what happened inside the vehicle or basement.
The homeowner said he sent the footage to Baltimore Police and provided it to FOX45 News after learning more about the allegations.
Barrie remains in custody until his preliminary hearing on November 25.
