Maryland AG: No charges filed against officer involved in deadly Jessup crash

No charges will be filed against the officer in the Sept. 6 fatal police-involved crash that occurred in Jessup, Attorney General Brown announced on Thursday.

An investigation by the Office of the Attorney General found that the subject officer did not commit a crime under Maryland law.

The incident occurred on Sunday, Sept. 6, in the 7100 block of Montevideo Road in Jessup.

A 2018 Infiniti Q60 occupied by three individuals struck a parked, unmarked Ford F150 Howard County police vehicle with an officer inside and fled the scene.

The officer started a pursuit, and the Infiniti crossed into Anne Arundel County and crashed into a concrete retaining wall about a mile away within about a minute.

PFC Amir Parker, a six-year veteran assigned to the Howard County Police Department’s Traffic Management Division, was identified as the officer involved. His vehicle reached speeds of about 80 miles per hour during the pursuit.

Officials say an eyewitness reported that the driver of the Infiniti appeared to lose control after the vehicle crossed a set of railroad tracks. All three occupants were ejected from the vehicle.

20-year-old Anthony Bowers Jr., of Baltimore, was killed in the crash. He was the passenger in the Infiniti.

PFC Parker arrived at the scene about twenty seconds after the crash and immediately notified HCPD communications, requesting EMS.

Officers and EMS personnel rendered aid upon arrival.

The driver and other occupant were transported to a nearby hospital. Bowers was pronounced dead at the scene. PFC Parker sustained no injuries.

The Attorney General’s Independent Investigations Division (IID) concluded its investigation on Tuesday, Oct. 20.

The Office of the Attorney General determined that the officer did not commit a crime under Maryland law after completing its investigation and evaluating all the available evidence.

Accordingly, Attorney General Brown has declined to prosecute the officer in this case.
