Maryland Stadium Authority approves deal for Pimlico, Laurel Park oversight

Maryland officials have approved a new agreement to manage the state’s two thoroughbred racing facilities.

The Maryland Stadium Authority Board of Directors voted to approve a Facilities Operations Agreement with The Maryland Jockey Club, setting out how Pimlico Race Course and Laurel Park will be managed, maintained and operated. This deal creates clear roles between the Stadium Authority, which owns the sites and the Jockey Club, which will run them exclusively. The agreement spells out requirements for financial oversight, reporting and planning, as well as capital investments aimed at protecting the state’s interests.

“We’re not just rebuilding Pimlico. We’re building the foundation for Maryland thoroughbred racing’s next chapter. The Board’s responsibility is to make sure the public investment we’re making today continues to deliver value for decades to come,” said Craig Thompson, Chair of the Maryland Stadium Authority Board of Directors.

The Stadium Authority remains in charge of planning and delivering capital improvements, while the Jockey Club will handle the daily operations, maintenance and security at both tracks. The agreement includes new procedures for overseeing finances and measures to manage risk.

“This agreement is about more than operating two racing facilities. It’s about being clear on who’s responsible for what, protecting Maryland’s investment and creating the conditions for these facilities to deliver lasting value for the industry, surrounding communities and taxpayers,” said Lindsey Parker, Executive Director of the Maryland Stadium Authority.

The Jockey Club will also manage racing operations and handle the planned transition of main racing events to a newly redeveloped Pimlico Race Course.

“Today marks an important step forward for Maryland thoroughbred racing,” said Bill Knauf, President and General Manager of The Maryland Jockey Club. “We are committed to delivering first-class racing and training facilities, providing an outstanding experience for horsemen and fans and building a sustainable future for this industry. Our partnership with the Maryland Stadium Authority is essential to realizing that vision and we look forward to the work ahead.”

Stadium Authority leaders and the Jockey Club say their shared goal is to deliver safe equine facilities, strengthen the industry, support local communities and ensure public investment benefits Maryland.
