A Baltimore County man has been arrested after investigators say he pointed a handgun at another driver on Interstate 895 in Baltimore City earlier this month.

Maryland Transportation Authority Police (MDTA) said the assault with a firearm happened at about 6:30 a.m. Monday, May 11, on southbound I-895 near Potee Street (Exit 7).

Investigators said the driver of a white Chevy pickup pointed a handgun at another driver.

According to police, MDTA Police officers assigned to the Central Command Detachment and the Criminal Investigations Unit identified 50-year-old Phillip Vancouyghen, of Baltimore, as a suspect.

After what police described as a thorough investigation, officers obtained an arrest warrant charging Vancouyghen with first-degree assault, reckless endangerment and other charges.

Police said Vancouyghen surrendered to detectives yesterday evening at the Jennifer Road Detention Center, where he was arrested on the warrant without incident.
