BALTIMORE (WBFF) — A North Carolina man has been arrested in connection with an incident during Morgan Wallen’s July 18 concert at M&T Bank Stadium in which a concert-goer said he and his family members were urinated on — but the alleged victim is now questioning why no arrest was made that night.
Troy Grevelding, who was seen in a viral cellphone video from the stadium, said he alerted Maryland Transportation Authority Police on July 18 about a man who allegedly urinated on him and his family members during the show. Grevelding said he is glad an arrest was eventually made, but remains frustrated about what he described as a lack of action at the time.
“So, yes, am I happy that he got arrested, sure. But the question still lies, why was he not arrested, that night?” Grevelding said.

MDTA Police announced Wednesday that Jayson Reed, 33, of North Carolina, was arrested by the Wilson County Sheriff’s Office. Reed is charged with four counts of second-degree assault, public urination and other related offenses.
The arrest followed an investigation by detectives in consultation with the Baltimore City State’s Attorney’s Office. Investigators identified witnesses who were not present during the initial on-scene investigation.
In the cellphone video, Grevelding is heard confronting officers about what he said happened. “And there’s nothing we can do about a guy physically pulling out his (CENSOR) and pissing on me, right now,” Grevelding said in the video. “No.” Grevelding added: “…in front of an 8-year-oldo girl.”
Grevelding said officers told him that night there was nothing they could do, and he questioned why it took weeks for an arrest to happen.
“I have questions, you know what I mean. You kept telling me on camera there’s nothing we can do, there’s nothing we can do, we can’t arrest him, right?” he said. “Just like I said, there was something that could have been done. They didn’t do their job. Why? Why wasn’t that done July 18. Why did I have to wait three and half weeks?”

An MDTA Police spokesperson said Thursday that Reed is being held in North Carolina pending extradition to Maryland.
Grevelding said the delay has left him feeling that it was easier for officers to do nothing in the moment.
“Like I said before, in the heat of the moment, it was easier to do nothing than it was to do something. It was easier to just push him out the door, see you later, blah, blah, blah. No, you know what I mean, you’re there to do a job,” he said.
