SUN: Baltimore County changes policy, releases first IG report in 7 months

A Baltimore County employee was preselected for a promotion without an interview, while county paperwork falsely stated one had occurred, according to the first watchdog investigation released under new disclosure rules.

The one-page report is also the first public investigative report issued by the county’s Office of the Inspector General this year, ending a more than seven-month stretch without one.

Until this month, the type of investigation behind the findings — known as an executive management referral — was handled internally and not released publicly. Under new policies, the watchdog will continue keeping the full referrals confidential but will post summaries of its findings online.

Deputy Inspector General Gregg Domroe, a former FBI agent who has overseen the office while its top position remains vacant, told The Baltimore Sun the change was intended to increase transparency and give the public a fuller picture of the office’s work.
