Felon granted clemency by former President Biden wanted by federal authorities

BALTIMORE (WBFF) — The leader of a drug trafficking organization who was granted clemency by former President Joe Biden is once again wanted by federal authorities.

Lamar Carter, 35, is wanted on a federal supervised release violation.

A warrant was issued for his arrest nearly a year ago, on September 25, 2025.

Back in 2022, investigators said Carter traveled to New Hampshire to lead a drug distribution crew.

Investigators said the organization would obtain powder cocaine from New Jersey, cook it to manufacture crack and then distribute the drug in and around the town of Keene.

“Investigators say the organization had several employees who worked for Carter and conducted hand-to-hand drug transactions with customers,” Al Maresca, senior inspector with the U.S. Marshals Service, said.

According to federal court documents obtained by Maryland’s Most Wanted, using confidential sources agents went undercover and conducted nine buys from Carter’s organization.

Investigators detailed five buys were conducted in May, three buys were conducted in June, and a final buy was conducted in July, totaling 57 grams of crack cocaine.

“Investigators say Carter and his co-conspirators were using a neighborhood home as the hub of their operation,” Maresca noted.

Court documents show agents later executed a search and seizure warrant on the home seizing baggies, scales, bundled currency, a Smith and Wesson 9mm pistol, New Jersey ID documents for Carter and co-defendant 1 and 107.9 grams of crack.

Investigators said following the execution of the search warrant, Carter and his crew moved operations to a hotel.

According to court documents, in August 2022 agents executed a search and seizure warrant at the hotel and inside the room seized 150 grams of crack and a Glock 9mm pistol.

In total, during the investigation investigators said agents seized more than 360 grams of cocaine base and two handguns.

That same year, Carter was one of seven defendants federally indicted.

In 2023, Carter accepted a plea agreement offered by the U.S. Government and pleaded guilty to count one of the indictment, conspiracy to distribute and possess a controlled substance.

In April 2024, Carter was sentenced to 70 months or nearly six years in prison, followed by three years supervised release.

But court records show just nine months later former President Joe Biden granted Carter clemency, officially commuting his sentence in February 2025.

“Carter was discharged on supervised release,” Maresca said.

Court records show that same year Carter’s supervised release was transferred to the U.S. District Court of the District of Maryland.

But just two months after the transfer and nine months after being granted clemency, investigators said Carter violated the terms of his supervised release.

Now, nearly a year later Carter remains unaccounted for, and the U.S. Marshals Service is requesting the public’s help in tracking him down.
