Anne Arundel County man paid over $29K for sex abuse livestreams of Filipino children

BALTIMORE (WBFF) — An Anne Arundel County man pleaded guilty to federal charges connected to purchasing livestreams of the sexual abuse of children in the Philippines, according to the U.S. Attorney’s Office for the District of Maryland.

47-year-old Philip Andrew Turner, of Linthicum Heights, pleaded guilty Wednesday to coercion and enticement.

According to federal prosecutors, Turner admitted that between November 2017 and March 2018, he used Skype to persuade, induce, entice and coerce children in the Philippines to engage in sexual activity during paid livestreams.

Turner communicated with a known Filipino trafficker who sold the children and directed them during the livestreams.

Investigators later recovered chats between Turner and the trafficker from Skype’s servers.

Turner participated in approximately 110 Skype calls and exchanged around 40 media files with the trafficker.

These files included images of Filipino children for Turner to select for the live-stream sexual activity, as well as several child sexual abuse material (CSAM) images of the children.

Federal authorities said Turner paid for the livestreamed abuse through online financial transactions. Records showed that between 2017 and 2025, he made 437 successful payments totaling more than $29,000 to traffickers in the Philippines.

On Oct. 28, 2025, investigators executed a federal search warrant at Turner’s Anne Arundel County home. During the search, agents seized a laptop that was open to Turner’s Skype account.

A forensic examination of the laptop found Turner had recently downloaded more than 600 images of child sexual abuse material using the Tor network between Oct. 11 and Oct. 21, 2025, according to prosecutors.

Turner faces a mandatory minimum sentence of 10 years in federal prison and a maximum sentence of life.
