Once there, police said troopers located the victim and then located Simpson, who was initially charged with a different incident.
Officials reported that Silverman was pronounced dead on the scene, and she was taken to the Office of the Chief Medical Examiner in Baltimore, where her death was ruled a homicide.
Simpson was arrested on August 27 and transported to the Cecil County Detention Center, where he is being held without bond.
This incident remains under investigation.
