Harford County selects current Interim Superintendent as next permanent Superintendent

The Harford County Board of Education, Tuesday afternoon, selected Dr. Dyann Mack as the next permanent Superintendent of Harford County Public Schools.

Mack is the current interim superintendent of HCPS – having taken over in January when former Superintendent Dr. Sean Bulson was put on leave. Dr. Mack has spent 30 years with HCPS. Her first five years were spent as a teacher before various other roles including principal and Deputy Superintendent for Academics.

HCPS’s search for a new superintendent started in February when the board voted unanimously not to renew the contract of Superintendent Dr. Sean Bulson.

The board’s decision was made just weeks after Fox45 News obtained a New Orleans police call involving Superintendent Bulson, a reported theft and a woman in a green dress.

“New Orleans non-emergency line. How can I help you?” Begins the dispatch call.

The caller responds, “Hi. I need to report a theft.”

Dispatch replies, “What’s your name?”

The caller states, “Sean. S. E. A. N. B.U.L.S.O.N.”

Harford County Public Schools Superintendent Dr. Sean Bulson called police to report that around 2AM, on April 6, 2024, a black woman in a green dress, who he let into his hotel room, stole about $8,000 in items which included a laptop and phones. Bulson, who was in New Orleans for a work conference, told the police dispatcher he did not know the woman’s name.

The caller said, “At least not an actu. No. I don’t have a name.”

On Monday, January 5, Fox45 News sent an email alerting Harford County officials of the recording. The following day, Project Baltimore published the audio. Shortly after, Dr. Bulson and Deputy Superintendent Eric Davis, were placed on administrative leave and the then-President of the School Board, Dr. Aaron Poynton, resigned.

The following week, Rick Henry, the Maryland Inspector General for Education at the time, released a report finding Bulson’s school-issued equipment was not stolen. Rather, the IG found, the items were locked in his hotel room’s safe where hotel staff later found them and shipped the items back to Maryland.

The report goes on to explain that Poynton and Bulson did not inform the full school board of what happened in New Orleans. The board, the IG found, was not made aware until “Fox45” obtained the “audio recording” and emailed the members.

To this day, we still don’t know who the woman in the green dress was and why she was in Bulson’s hotel room at 2:00 in the morning – a hotel room paid for by taxpayers.

In February, the Board voted not to renew Dr. Bulson’s contact and entered into a “separation agreement” meaning taxpayers are paying Bulson’s roughly $300,000 salary until June 30.

“He has disgraced not only HCPS, but all of Harford County,” stated one resident at a school board meeting following Bulson being placed on leave.

Another person from the meeting stated, “His lack of moral character was there for all to see long before he went to New Orleans. And yet he almost got away with it.”
