BALTIMORE (WBFF) — A Baltimore Police officer who shot and critically wounded a man in Northeast Baltimore Oct. 22 remained on patrol despite 14 pending misconduct complaints and a history of findings that he violated department rules, according to police.
In previous, resolved misconduct cases, the department found that Officer Phil Polanco failed to operate his body-worn camera, made inappropriate comments or gestures, engaged in unbecoming conduct, neglected his duty and failed to appear in court, police spokesperson Lindsey Eldridge said.
The department has not disclosed the nature of the 14 pending complaints, other than to say 12 are external and two are internal.
Eldridge said department policy and state law allowed Polanco to continue working; she did not explain what circumstances would have required his removal from patrol or whether commanders considered reassigning him.
