BALTIMORE (WBFF) — Fourteen people have been indicted on federal charges alleging that they conspired to distribute fentanyl, heroin and cocaine base at open-air markets in Baltimore’s Sandtown-Winchester neighborhood.
The federal indictment, filed in the U.S. District Court for the District of Maryland on July 22 and unsealed Wednesday, alleges that Luther Amos, Antoine Benjamin, Wendell Boykins Jr., Davon Brown, Zy’Quin Coleman, Xavier Cooper, Antonio Curtis, Walter Epps, Keith Fryson, James Keene, Antonio Mason, Miayon Medley, Gregory Alexander Partlow and Darien Whitaker conducted daily drug sales at these open-air markets between Dec. 15, 2025, and July 22, 2026.
The markets, the indictment alleges, operated in the 1800 block of North Carey Street and the 1800 block of Woodyear Street.
The indictment states that, in some instances, the accused sold the drugs to confidential informants and undercover investigators. Nine of the men also face distribution charges.
