SUN | Baltimore’s next round of homelessness grants remains in limbo after court ruling

BALTIMORE (WBFF) — A federal judge’s decision to throw out the Trump administration’s homelessness funding plan has forced Baltimore to halt its own grant competition, putting the future of millions of dollars in housing and supportive-services funding in limbo.

U.S. District Judge Mary S. McElroy of Rhode Island ruled against the U.S. Department of Housing and Urban Development (HUD) on Aug. 7, bringing funding to groups like Baltimore City’s Continuum of Care (CoC) to a halt last week.

The Continuum of Care uses federal funds, distributed by HUD, to deliver grants to local programs and the Mayor’s Office of Homeless Services. HUD attempted to force $1.3 billion of the $4 billion being granted across the country to supportive services and temporary housing projects only.

The ruling does not immediately cut off federal money already awarded to Baltimore programs. But it has upended the process for awarding the next round of grants, leaving local providers unsure when they will be able to apply for future funding or what rules they will have to follow.
