
Luis Borunda, who served as Maryland’s deputy state secretary under two Republican governors before investigating unfounded fraud in the 2016 election, pleaded guilty to a federal child sex abuse charge earlier this month.
The July 6 conviction came almost three years after Fort Meade agents, posing online as a 13-year-old girl, lured him to a park in Anne Arundel County for sex. Further investigation revealed, however, that he had traveled to California that same summer to meet and abuse a real teenager.
Also facing several counts of child pornography, caught with nearly 2,000 explicit images and videos, Borunda pleaded guilty to the first and most serious count in his federal indictment: the sexual exploitation of a child. The felony could result in a 30-year prison sentence and will require the longtime political figure to register as a sex offender.
According to his plea agreement, Borunda’s case is at the far end of sentencing guidelines, which would place him at the 30-year mark. But guidelines are only recommendations. The final punishment will be determined by U.S. District Judge Matthew Maddox on Sept. 21.
