With just over two years remaining in his second term, Baltimore Mayor Brandon Scott is attempting to shift the focus of his administration from crisis response to long-term city maintenance, unveiling an updated action plan that leans heavily on public infrastructure while doubling down on public safety gains that have defined his tenure.

The mayor’s revised roadmap — an update to the strategic plan first released in 2021 — largely keeps intact the administration’s five existing pillars: public safety, support for youth and vulnerable populations, clean and sustainable communities, economic development and stewardship of city finances.

A sixth pillar, “Modernizing Public Infrastructure,” was added to the second-term plan, focusing on improving underground structures, equitable access to city resources, better transportation services and upgraded digital systems.

“The pillars in this plan are supported by specific measurable goals and targeted strategies to ensure all agencies are aligned on our citywide priorities,” Scott said. “It’s a tool for accountability and transparency that gives residents a closer look at exactly how we are working to improve their neighborhoods.”
