BCPS employee arrested on prostitution-related charge during Delaware spa raid

BALTIMORE COUNTY, Md. (WBFF) — A Baltimore County school employee who was recognized for tackling the Perry Hall High School shooter in 2012 was arrested during a human trafficking investigation at a Delaware spa earlier this month.

Authorities said 45-year-old Jesse Wasmer, of Kingsville, Maryland, was taken into custody at Crystal Spa and charged with one misdemeanor count of attempting to patronize a prostitute.

Wasmer is a well-known Baltimore County schools counselor who was recognized for tackling student gunman Robert Wayne Gladden Jr. at Perry Hall High School during a school shooting in 2012 that left a 17-year-old wounded.

The arrest came after a May 2026 investigation into suspected human trafficking and illicit activity at Crystal Spa, located in the 17090 block of Foulk Road.

On July 15, 2026, detectives executed a search warrant at the spa and identified Nan Son Yim, 71, from New York, as the operator, authorities said.

Authorities then found three women, ages 47, 54, and 56, identified as victims of human trafficking.

Investigators later learned these women were allegedly forced to work 12-hour shifts seven days a week without proper compensation, authorities reported.

During the search warrant, detectives seized $15,975, along with bulk quantities of condoms and other items consistent with the operation of an illicit massage business, according to police.

Yim was arrested and charged with three felony counts of human trafficking of forced labor, two felony counts of human trafficking of sexual servitude, one felony count of promoting prostitution in the second degree, and one felony count of conspiracy in the second degree, authorities said.

During the search warrant, police also encountered 78-year-old Thomas Hofer, of West Chester, Pennsylvania, as well as Jesse Wasmer inside the spa and took both into custody on one misdemeanor count of attempting to commit patronizing a prostitute.

Both have since been released from custody, authorities said.

Investigators later identified the owner of the spa as 54-year-old Meilan Quan, and a search warrant was executed at Quan’s residence on Mallard Circle, which officials said provided evidence linking her to the operation of the Spa.

Quan is still wanted by authorities.
