Baltimore City State’s Attorney Ivan Bates is renewing his criticism of Maryland’s juvenile justice system, calling it “broken from top to bottom” as the state prepares to implement the Youth Charging Reform Act.

During an interview for FOX45 News In Depth with Mikenzie Frost, Bates argued the system lacks programs, accountability and transparency, warning repeat offenders continue cycling through juvenile court while lawmakers failed to fix underlying problems before expanding its role.
