SUN: Teen faces 8 charges in 2025 Westminster crash that killed 2 boys

A teenager has been charged in the 2025 crash on Westminster’s Jasontown Road that killed 16-year-old Seven Rupp and Cash Owings, the Carroll County State’s Attorney’s Office confirmed.

“A juvenile petition was filed against a juvenile that included eight charges, the most serious charge being automobile manslaughter,” said Allan Culver, special counsel to State’s Attorney Haven Shoemaker, in an email Monday.

Since juvenile petitions are confidential, the State’s Attorney’s Office would not provide more details, Culver said.

The Dec. 2 single-vehicle crash involved five teen boys who were in a Ford F-250 pickup truck that drove into an embankment and overturned.
