Suspect in Canton flashing case has history of similar offenses, judge denies release

For months, Canton residents have been exchanging horror stories and grainy surveillance video, desperately trying to identify the man they say has been exposing himself to multiple women, roaming the streets naked, and even masturbating in public.

On Tuesday, those blurry images gave way to a clear mug shot. Baltimore police arrested 49-year-old Jason Morgan on three counts of indecent exposure. Although investigators say they continue to search for evidence of additional incidents, as residents tell FOX45 the man has plagued the area for years now.

“I’m even nervous in my own bedroom at home,” said one neighbor.

Appearing in Court for his bail review hearing, prosecutors backed the accusations of prior offenses, revealing what they described as an “extensive criminal history.” That includes six prior convictions, two of which are indecent exposure charges.

According to court documents, in 2022, Morgan plead guilty to exposing himself to multiple women in Ocean City. Court records state Morgan approached the women, asked if they “wanted to have a threesome,” and then told them, “I promise it grows!”

Prosecutors stressed Morgan is already on probation for the same crime he’s currently being accused of. They also said his own probation officer agreed that Morgan is at “risk for escalation” and poses a “threat to the community.”

In response, Morgan stopped just short of admitting to the lewd acts, saying he’s currently enrolled in a sex offender program and is, “trying to take care of this.”

The judge ultimately ruled there were no conditions that would reasonably assure Morgan would not continue engaging in the same alleged behavior, ordering him held without release.

Morgan’s case will now be transferred to Baltimore City, where he is expected to receive another bail review hearing.
